STR2 Big Leagues 1 1 Swing for the fences! Do 20% more melee weapon damage.

STR10 Pain Train 1 0 Choo choo! All aboard! While wearing Power Armor, sprinting into enemies hurts and staggers them. (Robots and oversized enemies are immune to the stagger.)
2 24 Sprinting into enemies while wearing Power Armor now causes severe damage and a more powerful stagger. (Robots and oversized enemies are immune to the stagger.)
3 50 Sprinting into enemies while wearing Power Armor now causes massive damage and knocks them down. Impact landing near enemies inflicts even more damage.

4 31 Attacks with non-automatic rifles are now 80% more accurate. They also have a slight chance of crippling a limb.
5 46 Attacks with non-automatic rifles now have 50% greater range. They also have a slightly higher chance of crippling a limb.
PER3 Awareness 1 0 To defeat your enemies, know their weaknesses! You can view a target's specific damage resistances in V.A.T.S.
2 14 Knowing their weaknesses lets you attack more efficiently. 5% increase to hit chance and damage dealt to VATS targets.
PER4 Locksmith 1 0 Your nimble fingers allow you to pick Advanced locks. All lock sweetspots are now larger.
2 7 You can pick Expert locks and lock sweet spots are now even larger.
3 18 You can pick Master locks and lock sweet spots are now much larger.
4 41 Lock sweet spots are twice as large and you have a chance of finding a Bobby Pin on Feral Ghoulds that you've killed
PER5 Duck 'n Cover 1 0 When the bombs start droppin', Duck 'n Cover! Incoming explosive damage is reduced by 25% if you are sneaking. You can craft explosives at any Chemistry Station.
2 10 Incoming explosives do 50% less damage while sneaking, and grenades gain a throwing arc.
3 22 You have 20 % chance getting no damage from explosions. You no longer trigger enemy mines.
4 34 You have 40 % chance getting no damage from explosions at all if you are sneaking and in Power Armor.
PER6 Night Person 1 0 You are a creature of the night! Gain +2 to Intelligence and Perception between the hours of 6:00 p.m. and 6:00 a.m.
2 25 You now have +3 to Intelligence and Perception between the hours of 6:00 p.m. and 6:00 a.m., and night vision when sneaking.
3 37 You have 30 extra health between the hours of 6:00 p.m. and 6:00 a.m.
PER7 Scoundrel 1 0 Your quick hands and sticky fingers make picking pockets 30% easier. You also gain +5 carry weight. (Later Ranks enable new settlement mechanics)
2 6 Picking pockets is now 60% easier. You can place a live grenade in a person's inventory, and you can recruit special settlers under the Scoundrel sub-menu in the settlement menu.
3 17 Picking pockets is now 85% easier, and you can steal equipped weapons.
4 30 Picking pockets is now twice as easy, and you can steal equipped items
PER8 Sniper 1 0 It's all about focus. You have improved control and can hold your breath longer when aiming with scopes.
2 13 Non-automatic, scoped rifles have a chance of knocking down your target.
3 26 Non-automatic, scoped rifles gain +25% accuracy to head shots in V.A.T.S.
PER9 Penetrator 1 0 There's no place to hide! In V.A.T.S. you can target an enemy's body parts that are blocked by cover, with a decrease in accuracy.

Charisma Perks[]

CHR1 Wanderer 1 0 Your home is the open road. You take 5% less damage and carry weight is increased by 15, but you can't use the Settlement Menu anymore. You can also craft a portable Chemistry Station (Chemistry Kit). NOTE: You can't take this perk if you already own a settlement.
2 17 If you control no settlements, you take 10% less damage and carry weight is increased by 20. You can also craft portable Armor and Weapon Workbenches.
3 35 You earn 20% more XP from kills, and your carry weight is increased by 25.
4 50 You have 25 more action points, 20% greater range for all weapons, 20% better accuracy for all weapons and +40% XP from kills.
CHR2 Lady Killer/Black Widow 1 0 Women/Men deal 25% less damage to you in combat and are easier to persuade in dialogue.
2 10 Women/Men now suffer +10% damage in combat. They are also easier to pacify with the Intimidation perk.
3 20 Women/Men now suffer +15% damage in combat, and are much easier to persuade in dialogue. They are also now even easier to pacify with the Intimidation perk.
CHR3 Trader 1 0 You've mastered the art of the deal! Buying and selling prices at vendors are better.
2 20 Buying and selling prices at vendors are now much better.
3 41 You can now invest a total of 500 caps to raise a store's buying capacity.
CHR4 K9 Trainer 1 0 Keep the dogs at bay! Dogs and wolves are now less likely to cripple you.
2 9 Dogs and Wolves are much less likely to cripple your limbs.
3 20 When your dog holds an enemy there's a change he'll cause them to bleed.
4 31 You can run and dodge like an attack dog! You take 10% less damage from all animals and turrets.
CHR5 Animal Friend 1 0 Commune with beasts! With your gun, aim at any animal below your level and gain a chance to pacify it. (Cows, Wolves, Rats, Mole Rats, Deers, Bears, Cats)
2 12 When you successfully pacify an animal, you can incite it to attack.
3 28 When you successfully pacify an animal, you can give it specific commands.
CHR6 Intimidation 1 0 Time to show everyone who's boss! With your gun, aim at any human or ghoul opponent and gain a chance to pacify them. Once pacified, you can make enemies flee the scene.
2 9 When you successfully pacify someone, you can incite them to attack using watered down Psycho or interrogate them for information on their allies' whereabouts! (Interrogation attempts are more successfull with higher charisma)
3 15 When you successfully pacify someone, you can equip them with a detonatable collar and make them do your bidding! Additionally, you now gain double XP from intimidations!
CHR7 Party Boy/Girl 1 0 Nobody has a good time like you! Between 21:00 and 6:00 you can't get addicted to alcohol.
2 15 Most effects of alcohol are doubled.
3 37 Your Luck is increased by 3 while you're under the influence of alcohol.
CHR8 Inspirational 1 0 Because you lead by example, your companion does more damage in combat, and hurt you for half the damage.
2 19 Your companion resists more damage in combat, and they are harmed by your attacks for half the damage.
3 43 Your companion can carry more items.
CHR9 Wasteland Whisperer 1 0 Master the post-apocalypse! With your gun, aim at any Wasteland creature below your level and gain a chance to pacify it. (Feral Ghouls, Super Mutants, Radroaches, Deathclaws, Mongrel, Mutcrabs)
2 21 When you successfully pacify a Wasteland creature, you can incite it to attack.
3 49 When you successfully pacify a Wasteland creature, you can give it specific commands.
CHR10 Local Leader 1 0 As the ruler everyone turns to, you are able to establish supply lines between your workshop settlements.
2 14 You can build stores and workstations at workshop settlements.

3 28 Stimpaks now restore 60 points of lost Health, and RadAway removes 80% of radiation.
4 49 Stimpaks now restore 70 points of lost Health, RadAway removes all radiation and work much more quickly.
INT3 Gun Nut 1 0 Shoot first, kill first, with access to base level and Rank 1 ammo and gun mods crafting.
2 13 You gain access to Rank 2 ammo and gun mods crafting.
3 25 You gain access to Rank 3 ammo and gun mods crafting.
4 35 You gain access to Rank 4 ammo and gun mods crafting.
INT4 Hacker 1 0 Knowledge of cutting-edge computer encryption allows you to hack Advanced terminals.

4 33 When hacking, you never get locked out of a terminal when things go wrong.
INT5 Scrapper 1 0 Waste not, want not! You can salvage uncommon components like screws, aluminum, and copper when scrapping weapons and armor.
2 23 You can salvage rare components like circuitry, nuclear material, and fiber optics when scrapping weapons and armor. Items with favorited components are highlighted.

INT6 Science! 1 0 Take full advantage of advanced technology with access to base level and Rank 1 high-tech mods.

INT8 Robotics Expert 1 0 Machines will always serve humans, if you have anything to say about it. Hack a robot, and gain a chance to power it on or off, or initiate a self-destruct.

3 44 When you successfully hack a robot, you can give it specific commands.
INT9 Nuclear Physicist 1 0 You've learned to split the atom... and command it. Radiation weapons do 50% more damage and Fusion Cores last an extra 25% longer.
2 14 Radiation weapons now do double damage and Fusion Cores last an extra 50% longer.
3 26 Fusion Cores can be ejected from Power Armor like devastating grenades and Fusion Cores last twice as long.
INT10 Nerd Rage! 1 0 Genius. Is. ANGRY! When your Health is below 25% in combat, time briefly slows down and you gain +20 Damage Resistance and do 20% more damage for 30 seconds. 10 minute cooldown.
2 31 You now gain +30 Damage Resistance and do 30% more damage while Nerd Rage is in effect.
3 50 You now gain +40 Damage Resistance and do 40% more damage while Nerd Rage is in effect. Kills you make while enraged restore some lost Health.

Agility Perks[]

3 15 Non-automatic pistols are 60% more accurate and have 20% greater range. All shotguns are 45% more accurate and have 20% greater range.
4 27 Non-automatic pistols are 80% more accurate and their attacks can disarm opponents. All shotguns are 60% more accurate and their attacks can cripple opponents.
5 42 Non-automatic pistol attacks have a much better chance to disarm opponents, and may even cripple a limb. All shotguns have an even higher chance to cripple opponents.
AGI2 Commando 1 0 Rigorous combat training means automatic weapons are 20% more accurate.
2 11 Your automatic weapons now have 40% more accurate and have 10% greater range.
3 21 Your automatic weapons now have 60% greater accuracy and 20% greater range.
4 35 Your automatic weapons are now 80% more accurate and gain a chance to stagger opponents.

AGI3 Sneak 1 0 Become whisper, become shadow. You are 20% harder to detect while sneaking.

AGI4 Mister Sandman 1 0 As an agent of death itself, you can instantly kill a sleeping person. Your silenced weapons do an additional 15% sneak attack damage.

AGI5 Action Boy/Girl 1 0 There's no time to waste! Your Action Points regenerate 25% faster.

LCK3 Bloody Mess 1 0 +5% bonus damage means enemies will sometimes explode into a gory red paste. Watch out for flying eyeballs!

Fallout: Frost - Perk Information (Outdated)[]

Fallout: FROST modifies some of the SPECIAL perks available in Fallout 4, while leaving the majority of them unchanged.

Some are completely replaced, some have had their attribute ranks changed, and others have had minor or major modifications to their effects.

Changes[]

The following table provides an overview of the changes introduced by FROST. The SPECIAL perks section provides more detail.

Blitz Rank 2 no longer increases V.A.T.S. melee distance (rank 1 still does).
Cap Collector Trader Moved from CHR 1 to CHR 3. Rank 1: Buy for 25% less, sell for 50% more (Vanilla: 10%, 10%), Rank 2: Buy for 50% less, sell for 100% more (Vanilla: 20%, 20%), Rank 3 unchanged.

Since the values stack multiplicatively, rank 2 results in buying for 37.5% less and selling for 200% more. (Vanilla: 28%, 32%). The game enforces limits, capping the lowest buying modifier at 120% and the maximum selling price at 80% of an item's base value.

Rank 2 of the Trader perk negates the detrimental effect of Insanity on prices.
